Yesterday, federal authorities detained Cancun police chief Francisco Velasco Delgado and brought him to Mexico City. Velasco Delgado was questioned about the torturing and killing of Mauro Enrique Tello, a retired army brigadier general, one other member of the military, and a civilian. It is still unclear whether Velasco Delgado is considered a suspect. Tello retired at the beginning of 2009 and began consulting the mayor in public security matters in Cancun.
