Oral Trials in Guanajuato

Felipe Borrego (técnico para la implementación de reformas constitucionales en materia de justicia y seguridad) stated that Guanajuato is lagging behind other states in its judicial reforms and oral trials, but it is making significant strides in the right direction through projects and constitutional reforms that look promising.   Other states such as Chihuahua, Oaxaca, Zacatecas, Mexico and Morelos have shown concrete reforms.  In Mexico, more than 80% of criminal hearings are not in the present of a judge, and reforms are looking to change this.
