95% not investigated

According to La Cronica, 95% of assassinations attributed to organized crime are not investigated in Mexico.  Only 2-5% of homocides are reported, and these are usually of high-profile  individuals.  Since Calderon has come to power, the PGR has only 500 inquiries have been made, although the number of crimes is around 10,000.  Lack of investigations at crime scenes deters the PGR from investigating, saying that it is now the responsability of common law.
